Theresa Nugen is a detail-oriented leader with 20+ years of industry experience and a diverse background in economics and finance. She rose through the corporate ranks and leveraged her extensive knowledge of corporate operations to establish herself as an organizational leader. Her entrepreneurial spirit has been a key driver and foundational component of ESM’s success, consistent year-over-year growth and profitability. As President/CEO, Theresa sets the tone for our corporate culture and establishes the strategic direction for the company.
Chief Operating Officer
Ann Kim is a highly skilled executive with over 25 years leading and managing IT and cybersecurity initiatives across private sector, civilian agencies, and DoD environments. She’s a proven leader in enterprise strategic planning, large-scale modernization initiatives, and organizational change management. Ann brings extensive experience across a range of IT service areas including enterprise risk management; cyber and privacy protections; policy and governance; engineering and architecture; IT service delivery and management; customer relationship management; and, IT operations and maintenance. As COO, Ann balances business/mission needs with legal/regulatory requirements and operational risk to make informed decisions and deliver sustainable outcomes.
Vice President of Operations
David Velis is an experienced PMP/CISSP/Agile certified professional with +20 years of Program Management, Cybersecurity, and Systems Engineering experience in DoD and Federal environments including DISA, Army, Navy, and DHS. David understands what truly drives mission success: listening to customers; planning, measuring performance, and communicating a vision to the team that empowers quality service. David’s professional philosophy is people first, mission always. David holds a BA in Political Science, Master’s in Business Administration, and certifications of PMP, CISSP, ITIL, Agile, and Certified Software Tester. As VP of Operations, David manages client relationships, contracts, staff, and financials using industry best practices.

Over the weekend, ITSM performed on the COOP environment with no issues from any users. ITSM team - you folks made my job easier to facilitate this entire COOP failover exercise!
